On May 7, the German Association of the Automotive Industry (VDA) submitted its feedback as part of the European Commission’s second consultation on the Environmental Omnibus package. The feedback covers the Packaging and Packaging Waste Regulation (PPWR), the Industrial Emissions Directive (IED), microplastics, and the SCIP database for substances of very high concern.
Overall, the VDA welcomes the efforts of the European Commission as well as several of the amendments proposed in the Commission’s draft regulation. At the same time, the association emphasizes that the growing number of reporting obligations and bureaucratic requirements has posed significant challenges for companies in the automotive industry and many other sectors for years.
While the proposed changes to the IED could help reduce the administrative burden — for example through the introduction of an environmental management system at company rather than site level, or through the removal of the chemicals inventory — the current proposals in other areas, such as the PPWR or provisions concerning substances of very high concern, fall short of the intended goal of simplification.
The VDA had already contributed during the first round of consultations in September 2025.
