VDA President Hildegard Müller regarding European Commission's Digital Package

    Statement

    Berlin, November 18, 2025

    VDA President Hildegard Müller:

"The Digital Package and the accompanying Digital Omnibus presented by the European Commission are a step in the right direction towards a more modern and innovation-friendly digital legal framework in Europe. The Digital Omnibus can provide a crucial impetus for a successful, trustworthy, and competitive data economy in Europe. Negotiations between the European Parliament and the Council must now proceed swiftly so that the intended facilitations reach businesses promptly.

At the same time, the Digital Omnibus was long overdue to adapt Europe's digital legal framework to the realities of digital transformation. A leaner digital regulatory landscape is a prerequisite for strengthening Europe's competitiveness.

We welcome the Commission's intention to make the AI Act more innovation-friendly. The planned simplification of technical documentation requirements for small and medium-sized enterprises is also a positive step. Businesses urgently need relief from excessive bureaucracy.

The planned introduction of a central reporting platform (single-entry point) for companies in the event of cybersecurity incidents will reduce unnecessary multiple regulations, a good measure.

It is important that the EU Commission, when amending the GDPR, ensures that its application becomes more transparent and manageable for companies, without lowering data protection standards. Digitalization will only succeed if legal requirements are structured and practical, while simultaneously guaranteeing the responsible handling of personal data.

The Data Union Strategy presented by the Commission today, which aims to provide more high-quality data for AI, is also a step in the right direction. The fact is: digital and data-driven business models are crucial for Europe's economic future and for its potential as a world-leading technology hub. The overarching goal must be to strengthen Europe's technological sovereignty, create practical frameworks for an innovation-driven, competitive digital economy, and provide the right incentives to enable growth."
