VDA Statement regarding
Electric Car Funding Program
VDA President Hildegard Müller:
"The funding program provides the necessary planning certainty for consumers and the German automotive industry. However, the focus must remain on improving the framework conditions, particularly in the area of charging infrastructure, including the associated power grids, and reducing charging prices.
Key aspects of the program are fundamentally suitable for supporting the success of e-mobility in Germany. These include, in particular, the retroactive start of the program, the inclusion of plug-in hybrids, and the avoidance of price thresholds that distort competition.
The funding criteria for vehicles with purely battery-electric drive, with battery-electric drive and range extender, or plug-in hybrids—specifically: 60 g CO₂ per km or 80 km electric range—are sensible. The rules of the new funding program will initially apply until mid-2027. This, in turn, offers the opportunity to adjust the program where necessary. Therefore, it will be all the more important to evaluate the effectiveness of individual points.
It should not be overlooked that used cars can also make an important contribution to strengthening electromobility and achieving climate goals. Therefore, the funding program should also consider used cars during the evaluation in 2027.
It is a mistake that the registration date is the decisive deadline for receiving the subsidy. Consumers absolutely need certainty about whether they will receive the subsidy when they buy their car—they need planning security. It is already certain today that the coalition must correct this flaw in the 2027 subsidy program.
It's clear: The new electric car subsidy is another fundamentally positive step, but it can only be one component in supporting the market ramp-up. Crucial for the sustainable growth of electromobility remain: good availability of charging infrastructure, affordable charging electricity, and other user benefits, as well as favorable location conditions for companies. No one should lose sight of this, otherwise the subsidy will be a flash in the pan without lasting impact."
