Greenhouse Gas Reduction Quota
VDA President Hildegard Müller:
"The VDA welcomes the agreement on the greenhouse gas reduction quota. Because one thing is clear: to successfully transform the transport sector, clear and reliable investment signals for renewable energy sources are needed early on. The Second Act on the Further Development of the Greenhouse Gas Reduction Quota creates initial incentives for this and is a step in the right direction. Overall, however, the impetus provided by the GHG quota should have been stronger.
In detail:
The planned stronger increase in the sub-quota for renewable fuels of non-biogenic origin (hydrogen, e-fuels), which is to rise to 10% by 2040 and, with 1.5% in 2030, sends the right signals early on, is a positive development. This earlier ramp-up by 2030—particularly through crediting mechanisms—provides important impetus for investments in fuels based on conversion of electric energy.
It is also welcome that the upper limit for conventional biofuels is being gradually raised to up to 5.8%, thus fully utilizing the margin provided for by the Renewable Energy Directive.
However: increasing the quota to 65% in 2040 compared to the previously planned 59% is a step in the right direction and can provide additional impetus for investment in climate-friendly energy sources in the transport sector. But the overall quota pathway is insufficient to achieve the goal of climate neutrality by 2045."
