Statement

VDA President Hildegard Müller regarding the market integration regulations for storage and charging points (MiSpeL) published today

    Berlin, September 30, 2026

    VDA President Hildegard Müller:

"With the market integration regulations for storage and charging points (MiSpeL) published today, the Federal Network Agency has paved the way for bidirectional charging to become a success story in Germany. The final elimination of double charges for electricity utilities represents a crucial step towards a mass market for bidirectional charging. This is an important sign that innovations can prevail in Germany and that regulations can be designed to be consumer-friendly.

Crucial is that the Federal Network Agency will now simplify the metering concept for eliminating double charges, making it suitable for the mass market: Bidirectional charging points without their own photovoltaic system could use a so-called 'single-meter model' in the future. Similarly, the Federal Network Agency has found a pragmatic solution for handling electricity charged elsewhere, one that does not unnecessarily restrict the economic viability of bidirectional charging.

In recent weeks, the automotive industry had submitted concrete proposals for simple and practical regulations. The fact that the Federal Network Agency took up these arguments and substantially revised the measurement concept now presented proves that sound arguments and pragmatic solutions can be found and implemented together. The crucial point now is that the network operators implement the new requirements quickly and uniformly across the country.

A similarly pragmatic approach is now needed in the ongoing parliamentary deliberations on the Renewable Energy Act (EEG) 2027. Flexible feed-in from bidirectional electric vehicles must not be hampered by blanket limits on feed-in power.

Because one thing is clear: bidirectional charging is a crucial future technology for electromobility and the energy system. This requires a regulatory framework that is simple, scalable, and suitable for the mass market. Only then consumers can benefit from the financial advantages and the full economic potential of bidirectional electric vehicles for renewable energies and grid stabilization be realized."
